The CFR incorporates Annex 5 to MSC 89/25, Report of the Maritime Safety Committee on its Eighty-Ninth Session, “Resolution MSC.321(89), Adoption of Amendments to the Revised Recommendation on Testing of Life-Saving Appliances (Resolution MSC.81(70)),” by reference, which makes the edition it names part of the regulation. The CFR requires the edition it names, which may not be the newest. To enforce any other edition, the agency must publish the change in the Federal Register.
